Iam prepare to start my new crs application and my point may get 446 points. And i try to apply to PhD in canada. One doctor may send to me a scholarship to his lab. If i get this scholarship can i apply for pr and submit my application from canada? Or i must wait 6 months or 2 years there before submit application? Please note my score now without canada scholarship is 446.

I don't think the PHD will affect your PR application, but you need a valid visa to enter the country.

Yes, of course, you can apply for PR from Canada via FSW.
I'm a Ph.D. student too, and I applied through FSW from Canada (Inland) and got an ITA.

1-did you apply to study permit 1st from your country?
2-did you submit the application in express entery from canada after short time after landing in canada or you wait some time?
3-applying to express entery in your case is the same if you applying from your country? I mean same points score and same steps?

During preparing to apply to immigration. I will received a scholarship so i will stop the immigration visa and apply for study visa. My question can i apply to immigration visa after landing ti canada with study visa ? Or i must wait there for time before applying?

1. I applied for a student visa from India and got a study permit upon my landing in Canada.
2. I got too busy with my Ph.D. studies so I could apply after 2 years if my arrival in Canada. However, it doesn't matter when to apply for PR after landing in Canada. The only thing that matters is the number of years for your experience in India within last 10 years from your PR application.
3. Yes, of course, same points, EE points don't depend on the country of application it depends on which program you're applying from, for example, FSW or CEC or PNP.

You can definitely apply for PR while being a student in Canada.

Thank you . Sorry for long questions. My last question:
Did you go to canada for funded scholarship or self funded PhD?.
Because someone say to me that the scholarship canot apply to PR during scholarship

I'm funded by my supervisor here in Canada.
If you are funded from Indian scholarship, which often requires the student to come back to India after finishing the studies, then while applying for PR you should mention this.
If you are funded within Canada then don't worry about anything.
