Applied for OWP, returned because of insufficient payment- am I still in status?

Hi there,
I need some advice regarding my situation.

I have been in Canada since July 2017 on an IEC Work Visa. The Visa expired in June 26th 2018, however before the visa expired, I applied for a new Open Work Permit which I mailed into the CPC office in Vegreville on June 12th.
On August 10th, I received a letter dated July 31st stating that my application had been returned stating:
"You have submitted $155 with your application. The correct amount required is $255 for the services required. We cannot take action until you resubmit your entire application with a copy of this letter and the remaining fee"

Like many others on this forum I have been confused by the payment structure on the CIC website and having looked back it still remains unclear and only through deduction can I understand how the payment should have been $255 not $155 for the work permit. It is very ambigious.

Anyway my concern is whether I still have status if I was to send the application back with the correct amount? Or am I out of status? I was assuming I had assumed status whilst my application was being processed but I am not sure if this still applies?

Since the application was incomplete and is being returned to you, that puts you out of status in Canada effective June 26th. You will need to apply to restore your status. Make sure you apply to restore your status before 90 days passes since your status expired (i.e. June 26th).

As said above, you are out of status. On what basis do you qualify for another Open Work Permit?

As it's effectively as though you never applied (returned vs refused), any work that you performed since the expiry of your IEC would be considered "illegal" and can't be counted for experience.
