She applied as a single applicant then received an ITA. She plans to get married this coming December 2018. In case she receives PPR after her wedding date, can she include her husband as additional dependent?

Yes. He'll have to medicals etc... as well

It depends on her crs score after adding spouse .. if she still meets the minimum required crs of her round then it might be possible.. but it would b time consuming..
