lock-in date of depandent age for parents/Grand parents sponsorship

for family class application to sponsor parents and grandparents:

hello folks

I have some confusion regarding how they determine lock in date for child dependent under parents sponsorship program.

My younger brother (currently under 22) qualifies to be added as dependant to parents sponsorship application... and I will submit application in October.

According to CIC website definition they say “ for family class (parents/grandparents) the lock in date is the date when they receive complete application for permanent residence, together with sponsorship application”

So do I understand this correct as that : October will be the lock in date for child as dependent to process for PR? Or it will be some date in future?

and i have to be careful to submit all docs properly? coz otherwise lock in date may get post-poned if they return application as incomplete or ask more docs?
