can brother living in canada (study visa) added as dependant on parent's sponsorship application?

Yes I filled out the form in Jan 2018. And my income from 2015-16-17 each year is $80,000+
I got email that I am selected to sponsor now

Your family size would be 4, yourself, your parents and your brother, assuming you don't have any family of your own. With your stated income, you will be fine.

Then get that application in as soon as possible and don't make any mistakes. If your application is returned as "incomplete" you might run out of time for your brother's age to be "locked in".

Ok since he can be added to receive permanent residence:

He came to study in Canada and lost his status after his work permit application expired, so we applied for 1) restoration of status 2) a new study permit. We are waiting on decision from CIC regarding this.

My question is:

1) should I send him back to India now that he can be added as dependent? And then he can immigrate with parents later. That will save me $15000 fees I was going to pay on his new study visa he gets for new school

2) is sending him back ok given the processing time which is around 20-24 months for family sponsorship applications? And will his history of restoration of status application be concerning to CIC?

And hopefully your parents' application will go smoothly. If for any reason this application doesn't go through, (health check, police clearance...etc) your brother lost his chance of being a dependent.

And if you pull him back home, he can't immigrate on his own either.

1) That's really a family matter.
2) His previous immigration history will be "forgiven".
