APEGA - upgrading ECA to ICAP course-by-course evaluation

For the purpose of becoming P.Eng in Alberta I have started my application with APEGA. I am required to provide them with assessment of my foreign education using World Education Services' ICAP course-by-course evaluation. Since I already did ECA with WES for the purpose of immigration, I should be able to upgrade my ECA to ICAP course-by-course. However, on WES webpage when I go to "Upgrade evaluation report" that option does not exist. The closest option offered is to update my current ECA report to a standard course-by-course evaluation. APEGA is very specific in their instructions that they need to receive an ICAP course-by-course report from WES.

But here is the interesting part -if on WES webpage I select that I have not previously submitted an application to WES, then ICAP course-by-course evaluation is listed as one of the options. But in that case I have to get my university to send them my transcripts all over again (which they already have). The whole process takes longer and is more expensive.

Has anybody tried to upgrade their ECA to ICAP and how did they do it? Thanks for the responses.

"Dear Applicant,

Thank you for e-mailing us, we understand your concerns. Be advised the
ECA report is already an ICAP service level. Once the file is upgraded to
Course by Course, that upgrade will also automatically be an ICAP Course
by Course evaluation."

I don't think you need to send another transcript. I completed my ECA in March 2018 and I payed for the course by course by course evaluation last week. afterwards i sent an email to WES to use my previous transcript and certificate already in their system and below was there response.

Dear XXX

Thank you for contacting World Education Services.

Documents were recently received and are under review. You will receive an update by email each time new documents are received and the review has been completed. Please monitor the status of your documents and evaluation through My Account.

After you got the reply from WES did you apply for the standard Course by course evaluation ?
