I received my cards today in Toronto , Aug 7th. Approved on Aug 2nd.

You can try to raise a form on CIC site and write that it’s over 62 days (the processsing time they state on their website).

This is the situation when you login to your CIC account and see the status of the application as ‘Updated’, but when you open the very application, there’s nothing changed inside.

I already asked for update through ircc webform, no reply yet. Should I go for declaration form for not receiving the card.

If thats from an email, it could be a ghost update.
You need to check what had changed from the last time by reading the "Application Step" and its "Current Status" messages found in your CIC/IRCC account. Its the only way for you to know what it means.

There was no email. I login everyday to check and this was the one and only change on the account listed under "Current Status". Yesterday it was "Submitted". Today it's "Application/profile updated".

Do we know if PR Cards are sent out in two separate letters or is it one letter which has cards for both Primary & Secondary Applicant
