POE LMIA exempt work permit while application pending

I am a US citizen and I have heard that you can get your LMIA exempt work permit issued at POE. However, I have already submitted an application online (in US). Is it possible to arrive at POE and get my work permit there even though I have a submitted application online? Or would this complicate things? Any reason to not try?

1. Assuming you re applying for Express Entry, you are not eligible for an open work permit as you are outside Canada.

No, just a temporary work permit, as I have an offer letter from an employer. Sponsoring my spouse for an open work permit. All temporary.
