seeking Asylum while you are in a different country to Canada

I know they are veterans here who can help me explain this better. I wish to know the steps to take to seek asylum to Canada if am not already in canada. What valid document can permit me to travel to Canada and seek asylum. Please help me

You must first be officially recognized as a refugee by UNHCR. UNHCR must then select you for resettlement to Canada (you don't get to pick which country you are resettled to, UNHCR makes this decision).

So your first step is to be officially recognized as a refugee by UNHCR. Note that you must be living outside of your home country for this to happen.
