I am applying for citizenship for the first time, been a PR since 27,September,2008. My question is if I dont have the certificate for the language test, would my application be returned?? And how long does it take to process a citizenship application?? Any input is appricated thank you.
 
If you are over 55 then you don’t need the proof of language, otherwise it will be returned
 
If your education was in English, then submit a certificate from your college/school that the medium of instruction was english. Also, if you have appeared in IELTS or TOEFL and its now expired, you can send that as well. I have sent my expired IELTS and they accepted it. I have done my interview and test also and there was no objection on that.
 
First of all: YES the application would be returned if you do not send proof of language.

If you have your college diploma that was completed in English in an English speaking Country, then send a copy of that.
If you college diploma was completed in English but not in an English speaking country, then you need to send a copy of the Diploma with a certified letter from the institution stating that the course was completed in the English language, as per this excerpt (source: https://www.canada.ca/en/immigratio...adian-citizen/eligibility/language-proof.html):

Have you completed or are you currently attending a secondary or post-secondary program, in French or in English, in Canada or abroad?
If you are, send a copy of proof that you have completed or are currently attending a program with your citizenship application. Proof can be your:

  • diploma
  • transcript
  • certificate
Your proof must be:

  • from a secondary or post-secondary program in English or French
  • written in English or French

Lastly, average processing time for a citizenship application is 12 months, as per the IRCC website (here: https://www.canada.ca/en/immigratio...vices/application/check-processing-times.html). Anything before that is very lucky and should not be counted as the norm. Having said that, some applications get completed as soon as 6 months.

Processing time is 12 months. Varies based on where your application is processed. There is not specific answer to how long it takes.
 
On these standards I feel like I am above average. Still waiting for my Test Invite. :(;)
Oh dang! I am sorry to hear that. Can you think of any reason as to why this may be? Or do you think it's simply a regular delay?

Thank you for your concern. No particular reason for the delay from my side. I noted in my GCMS notes that they had to call me for the fingerprints in December, 2017 but they ended up sending the fingerprints letter on June 6, 2018 (that I did on June 22, 2018). Silence again after that.
