Can immigration from Outside Canada apply for open work permit. I am not in Canada. I do not have a spouse who is in Canada as foreign work. No, did not have study permit for Canada.

then,apply for closed work permit is not possible?

You don't qualify for an open work permit.

To qualify to apply for a closed work permit, you need a job offer in Canada and your employer must obtain an approved LMIA.

So if you want to work in Canada, your first step is to get a job offer in Canada.
