Is fingerprint request a necessary part of the process?

Had my interview/test on 28th of March and still in process. I saw some folks are getting FPR and then DM. I wonder whether this is a necessary step towards DM.

If you share date of birth and gender with a person who has a criminal record, you will be asked for fingerprints.
