Calling Ottawa - always hang up

Hi, My whole application is being handled in Ottawa. I tried calling them multiple times, but I always spend 6 mins getting to the 'speak to an agent' option for them to tell me they're too busy and can't speak to anyone.

Has anyone successfully spoken to them? Is there an ideal time to call? Appreciate the feedback. Thanks!

call them exactly at 8 am est sharp. less ppl in the queue and you will go through.
