Job offer needed?

Hello everybody,
I am new here on this forum and am investigating the possibilities for my spouse, our child and myself to immigrate to Canada from The Netherlands.
I checked the official site but it seems you need a job offer first before you can take any additional steps, through whatever program.
Is this true or am i overlooking something? If so, what jobsite is the best (reliable) to do a jobsearch?
I find it strange that you must have a joboffer first. I can imagine the company would want to hire you immediately, or in the next 1 or 2 months...how can you have everything done in 2 months (or quicker)? What are the waitingtimes?

I gave the highest scores on the ielts...
But what to do now? Apply and if yes for what program exactly (considering this score)?
The trend is :
If you have Masters Education
Age : between 25-34
IELTS : CLB 9
Spouse Education : Bachelors or Masters
Experience : 3 Years of above

you will get around 435-455 CRS for sure
So you are miscalculating something.

You can try having your spouse listed as Principal Applicant and see if the points are higher.

RE your question about length of time to find a job, it is not unusual for executive level positions to take a year or more for recruitment.

For lower level positions, sometimes employers can get pre-authorized approval to hire a foreign worker, so the time to process the temporary work permit isn't always that bad. Get a year or more of work experience in Canada, and your chances of being able to immigrate permanently increase significantly.

There is the Job Bank, where you can list yourself as a job seeker. I don't know how much employers actually use it to find foreign workers, but may be worth a try.

It doesn't hurt to keep trying, but yes, with your qualifications, it may be difficult.
