Thank you very much. In some threads, I read that sometimes candidates get ITA before the draw is published. Is it true? Can you possibly explain to me more about this? Thank you

No that's impossible. At least I've never heard or read about it

Thanks for the clarification. Also, I have heard that if I submit my papers through a lawyer, the PR process is usually faster. What's your thought on this?

In next draw u get ITA and be ready to submit all ur documents ... Start preparing now .

For it to be possible (which technically might be), is only in the case where for some reason they did not update the website properly with the draw info and people would get their ITA just minutes before such announcement.
However their approach is to first make certain to update the website and then start issuing ITAs.
