I am currently working in USA and planning to apply for WES ECA. I have selected the IRCC as desired body to receive the ECA outcome along with country of education has India. I have my Masters degree certificate and other mark sheets in my possession which was issued in the year 2006. I am slightly confused by the fact that WES website insists that the certificates must be attested as per the below highlighted extract in RED.
Do i need to contact my college in India to attest and send another set of certificate copies to WES directly ? Can i send the certificates which are currently in my possession directly to WES?
Can someone shed some light on this please?

What you need to do:
Option 1
For completed, incomplete and in-progress study, ask the institution responsible for conducting the examinations to attest and send your documents directly to WES in a sealed envelope that is signed or stamped across the back flap by the appropriate authentication officer at the institution that conducted the examination.
Option 2
If the institution gives you the document to send to WES, the document must be attested, dated, and placed in a sealed envelope that is signed or stamped across the back flap by the appropriate authentication officer at the institution that conducted the examination. If the envelope is opened or there is no stamp or signature across the back flap, WES cannot accept the document
