it can be a lot quicker depending on factors such as:
- your country of origin
- your current country of residence
- your travel history (extended travel history requires lot of background, security checks)
- work experience (if you have been in govt service, military services background checks may take some time)
- quality of documentation (education, work experience records, police certificates, proof of relatives if you are claiming points for it etc., most of these are part of Eligibility phase of your application)
- last but not least, the case officer themselves, some are lenient and some are harsh. Visa office processing your application plays a role in processing of your application

Like you don’t know which professor will be assigned to your course like wise you don’t have a say in selecting visa office too
Having said have heard that CPC Ottawa dishes out the fastest but again there can be a huge variance applicant to applicant
