I have a canadian tourist visa.

There is a question, "1. Has x applied to Immigration, Refugees and Citizenship Canada before?"

Does this question pertain only to Express Entry applications or does the tourist visa also count?

It pertains to anything - I think the point of the question is to find out if you already have an UCI number, or if a new one needs to be generated for you.
