Please as per my own case, i want to come as an asylum seeker as there is no much fund to process a study permit.

If you want to claim asylum in Canada, then you either need to obtain a TRV and then travel to Canada and claim asylum here. Or you need to move out of your home country to another country, be recognized by UNHCR as a refugee once you're there, and then be selected by UNHCR for resettlement in Canada.
