Spouse with Open work with Job offer(without LMIA) can eligible for EE

I have a valid work permit. My wife came on Visitor and we applied for Open work permit. Now she got job in IT company and about to complete one year in canada. Her company wont process any LMIA number for her.
Is she eligible to apply PR through Express Entry ?

You will meet the elgibility criteria for the Express Entry if you have worked a continuous 12 months (minimum 30hrs/wk) in Canada. However, she won't be able to claim any Job Offer points as she is currently on an open-work permit (this only applies to closed-work permits)

So yes, she'll be able to apply for Express Entry. She won't need an LMIA for this. Make sure you gather evidence of her employment though (Paystubs, T4 Taxforms, employer's reference letter, etc.)

How much lower is your CRS? I believe earlier this year the cut-off score dropped as low as 440?

I don't know about the specifics of your wife's employment - with only one year of employment she probably won't qualify for the Provincial Nomination Program, but check with your province as each of them works differently.

Alternatively, is it possible for her to obtain a closed-work permit? For instance, International Experience Canada - Young Professionals is available to citizens of several VWP-countries, and is pretty easy and quick (1-2 months) to obtain. With this closed-work permit, she will be able to claim 50pts. for a Job Offer, as long as her employer is willing to produce a job offer to her in the exact same position (NOC-code) as this closed-work permit for a one-year full-time position, and pay an employer's fee (which I believe is $260?)

If she qualifies for neither, then you're probably out-of-luck, and will have to improve your IELTS score, obtain a higher degree or obtain more work experience to raise your score. It depends a bit on how much lower your CRS is, to determine what the best course of action is here.

She is working as QA tester in New Brunswick Province.
NBPNP is closed now. Only alternative would be AIPP or EE. Please let me know how to proceed further ?
Currently i am getting around 426 points with my details. Also i am from india which is not part of VWP-countries.
