Should i proceed with my Express Entry?

I have 8 years of work experience from India, under NOC B 2283
I do not have foreign education or work experience. I wish to settle and work in Toronto, Canada.
I have worked for Royal Bank of Canada(Client) through an Indian Company(Capgemini) for 4 years.

I have given my IELTS exam twice and i got the same score with average 7.5 : R-6.5, L-7.5, W-7.5, S-8.
I am in the express entry pool with a current CRS score of 382. My MBA is not recognized by WES, so i lost a few points.

I have been applying for many job openings in Canada, but i don't think i would ever be able to get a job offer.. because most employers prefer the candidate to have an legal work status or live in Canada.
Considering my IELTS score - i don't think i will receive a notification of interest from Ontario.

Will i be eligible to apply for a work permit without a job offer ?

Can you try evaluating your MBA from IQAS etc?

I have an MBA from ICFAI - Sikkim university. It's a distance education and the university is listed under UGC state private universities as per Indian legislation... but WES would not re-consider.

I can get the evaluation done but my concern is... will express entry, consider the evaluation from IQAS ?
And will this IQAS evaluation restrict me to a province ?

Not sure I understand your question. They only evaluate your credentials, not decide where you'll live. Canada has a federal government body called IRCC to decide that! IQAS evaluation will just provide you with a report.

i suggest you read more about the entire process before proceeding further as it seems you're mixing things up
