Visitor Record for One Year

Hello,
My wife and Kids got a Visitor Record from the Immigration Officer to stay for one year in Canada, with the following conditions:

1.Unless authorized prohibited from engaging in employment
2. Must leave Canada by ...
3. Unless authorized, prohibited from attending any educational institution OR taking any academic, Professional or vocational, training courses.

it is also mentioned in the Record it is Class - 10

Is this consider as Temporary Resident Permit and she Can apply for Work Permit with this record?

do you have any status in Canada? Are you working in Canada or studying? If not she doesn't qualify for a work visa.
