paper based pnp but use express entry system instead?

hello,
I noticed that pnps have non express streams and express streams and I was trying to do research on this and was wondering if i apply to a provincial stream thats not express pnp must i apply for PR only with paper based method or I can still apply using express entry?

I also wanted to ask if is their a difference in proof of funds, or if IELTS is required for paper vs express entry streams.

Non EE PNP stream can only go with Paper based PR. You can't use it for EE.
In general, it should be the same in term of PoF, IELTS, but EE may be more harder, more requirements.
