call from toll free number

I have a question.
Today my wife received a call from cic toll free number and the guy call her name as ask her whether she is in office or at home and the call get disconnected but earlier we use to receive emails from cic and we have not received any email regarding the call
so, I just want to know that does cic usually call from their toll free number or its a spam call.

That sounds like a spam call. Do not give out any personal information over the phone if you have any doubts about who you are speaking with.
