While I respect your right to vent, I've got to ask... you don't think that it's reason enough that the law changed and it caused something close to a year worth of applications to be filed in a single month?
I would buy that as the cause if the delay was experienced all over Canada. So the answer to your question is NO, that flood of applications is not enough to explain the delay.
In Canada, everything has a long processing time, and maybe that's why Canadians have a long life expectancy (Evolutionary requirement), for having to wait for everything to be processed in a very bureaucratic way!! :)

Well, I received my AOR on December 2 and they started processing my file on December 14 and nothing since. my application is being processed at Scarborough office. So far my experience made me feel disgusted by the Canadian citizenship process for being dragged for too long without a justifiable reason. For those guys saying its the background check and blah blah is the reason for it taking too long, ATIP showed that my background check was finished ages ago yet my file was not been touch by any lazy a**ed officers for the past 8 and 1/2 months.

Let us face it, this country bureaucracy is unmatched by any other civilized nations on the planet!

Thanks for having the guts to tell the right thing. One thing I like about US president Trump and US immigration system that they don't hide anything. If they hate you, they will tell you upfront. On the other both left and right wing politicians in Canada always say it is a land of immigrants etc but if you take a good look at Canada's past 15 years of immigration stats (for each province) you will see the graphs are really skewed. It favours only handful of immigrant groups. Having said that there are number of things can delay your application. For example
*your nationality (Chinese and Iranians ordered most ATIP notes last year implying usual delays for their applications),

* your ethnic background or religion. Majority(more than 70%) of Indian passport holders in Canada are Sikh Punjabis. Immigration approval cases depends you are Punjabi or not. Even if you are an atheist, but CIC or CSIS will profile you based on your name.

*your travels, residency etc.

Finally a CIC officer may not be responsible for the delay. Usually CSIS is responsible for most of the delays.

Actually, if you look I think you'll find that even Calgary had slowed down a little early in the year. GTA offices process over half of the applications in Canada, so it stands to reason those offices would experience a greater onslaught than other areas in the country. Also, I suspect that agencies that are conducting background checks are struggling with the demand. My point is that it's unfair for you to say the officers processing the applications are lazy.

After calling ircc they advised me that my file was sent to Toronto st. Clair office. Which is not even on the list?
Is this a good thing or bad thing?
Anybody else based on that Visa office?

Dang . You'll likely have longer processing time as they will send you Some sort of RQ. Sorry to hear.

I called the call center and they said that my application was sent to st clair. The person said there is no RQ or FP on my file and they just transfer files to make sure they meet the deadline of 12 months and balance the load of Scarborough office.
Are you sure that any application sent to st. Clair will hav RQ and has longer processing time? It made me worried.

I should add that I wrote my test on May 29th, but have not received DM or RQ yet.
