Visitor visa for sister

hi i want tonapply for my sister for TRV , i applied for her 2 years back while i was having a baby but she was rejected unfortunately before applying for canada she applied for US VISA and was denied , but while filling the application form for canada she misunderstood the question and mentioned No for any visa rejection so first time her rejection said failed to delacre denial of US VISA . So next time we corrected our mistake applied again but again she got rejected the reasons this time was .. not enough ties in home country, family ties in Canada and work history.. (she was studying this time and not working )
So now that i am appling for her again she is working now since 2 years but gets paid in cash and we have all the cash receipt to show her payment + job conformation letter and NOC from work .. this time we are showed 2 reasons for her to visit canada .. 1) uncles sons wedding and 2) my grandpa is sick and cannot travel so she wants to see him ... we also have a doctors note from doc .. my question is she is resident of Saudi Arabia holding Indian passport she has bank statement and property in India .. now wht ties do they want to home country we dont live in home country she is resident of Saudi Arabia living with parents.
And how high are her chances of getting visa this time as per all the reasons above this time

Just to clarify:
1. Was your sister banned for misrepresentation because she had failed to declare the US visa refusal?

2. Was the Section 40(1)(a) box checked in the refusal letter?

So now that i am appling for her again she is working now since 2 years but gets paid in cash and we have all the cash receipt to show her payment + job conformation letter and NOC from work

1. Does she have a work visa to work in Saudi Arabia? Does she have an Iqama?

2. Why is she paid in cash? Since how long has she been employed?

4. Has your sister traveled to other visa-required countries (US, UK, Schengen, Australia, NZ, etc) for short visits?

Just to clarify:

No she wasnt banned she misunderstood wuestion as she filled everything by herself

She is under my father sponsorship and yes have valid iqama

She is paid incash she is is still not under her employer sponsorship she has been working gor 2 years now

When i was having baby my parents applied too n have 10 years visa the visited and left and will be coming again this year for the wedding and to visit grand pa

No she has only visited india as home country
