Reissue of expired PR

I myself along with my immigrated to canada in 2001.But unfortunately 9/11 incident happened and I could not got any suiysuit job. Then I came back to Indian. My 7 years daughter also came along with me.
Now she is 24years, B tech and having 2 years of work experience. She want to go back to Canada, pl let me know she should apply under under skilled worker catageory as a fresh applicant or she should apply for renew of old PR.

1) To renew old PR card we need to stay there for 3 years or more i believe ... if it is expired .. i am not sure about ... we may loose PR Validity .
Need to get other experts opinion on this .

Your first sentence is broken. Did you mean your daughter got PR along with you in 2001?

As a PR you need to reside in Canada for at least 2 years in any 5 year period in order to keep you status. Assuming you both never returned to Canada after 2001 then clearly you no longer meet this requirement. However, you both are still PR until your status is officially revoked by IRCC.

If you wish to come back, you'll need to apply to voluntarily revoke your PR status first, then file a new PR application.

I and my family went there in Sep-2001, unfortunately the 9/11 incident made the job market bad for new Asian. Then I returned back to India in the end of Oct.-2091 and rejoined my job. Now after graduation and 2 years experience my daughter want to go back to Canada.
Pl clarify how to get status whether from IRCC.
Note we also have SIN document for all.
Pl suggest how to review PR of daughter.

If she has enough CRS points, then you have to renounce your PRs and apply via Express Entry. For renewal, you should have stayed in Canada for atleast 2 years in any 5 year period from your entry date.

Your daughter should apply for a PRTD, based on fact that she was removed from Canada as a minor. Given her age, the approval is not guaranteed. If she is denied a PRTD, she could appeal... or apply anew.
