No, you have to be inside Canada to be eligible for citizenship, even if you are already a PR card holder. It has to be at least 1,095 days or 3 years within 5 years.

Halos parang wala pa nag PPR sa mga Filipino applicants.. mag 10months na application namin hindi pa rin nag start ang background check ng husband ko. To receive a pre-arrival invitation from IRCC is a positive thing. Based on the forums i have read so far, it only means your principal applicant is eligible for PR. I guess your PPR is on its way soon. Me and my husband are still struggling for this waiting game. However, we are still looking forward for good news this month. Anyways, we are still within the processing times. We pray that we all get positive feedbacks soon and be with our family as early as expected.Actually, I sent an email again last June 26, naka queue pa rin for review.. sobrang bagal nila ngayon. Good to hear that you received your pre-arrival invitation last month being a december applicant. Many have received it already even those who have filed later than ours. I was wondering why we havent received that yet. :-(I'm December applicant I got pre arrival last month.
I find it more helpful if you go to MP, they will follow up your application on your behalf.. I was on a 12 months mark and when I asked for there help it was like a week and voila passport requestI got the same reply from MVO... actually I emailed them twice, the first one was in April and the other one last June 26. It seems that they haven’t started yet the Background check of my husband’s application. This is so stressful

What is MP? I need my husband here for our 8-month old twins.. I am thinking of applying him a TRV while waiting for PPR.. don’t know if this is a wise idea.. If in September there’s still no upate, we will celebrate our twins 1st bday in the Philippines just to be with their dad.I find it more helpful if you go to MP, they will follow up your application on your behalf..
