How often do they ask for interview?

Reading these forums, I've encountered only a few cases where an interview was required. I made this thread to discuss how likely they are to ask an interview, and in what circumstances they would feel the need to ask.

1.What aspects of the applicant might make them want to ask for an interview?
2. Where will the interview take place? VFS or Canadian consulate? Canada has only four consulates in India as far as I know, in Delhi, Chandigarh, Kolkata and Mumbai. What happens if the applicant is not from one of these cities?
3. Is it safe to say not turning up for the interview leads to an automatic rejection?

Borderline approval cases.

Visa offices, not at a VFS/VAC.

BTW there's no visa office/consulate in Kolkata.

What happens if the applicant is not from one of these cities?

The applicant must travel to that city.
