I almost read 80 as your age first (sorry for that)...
IELTS, how did you manage such a low score? something does not look right in there...are you manually calculating it or using any tool ? would like to know whats your score in each module...

Unfortunately CLB 7 (6,6,6,6)
My husband will take the test again hoping for a higher score.

That’s not unfortunate if you ask me... your age group is in the early 30s so you still have time to improve your score considerably, can you both do some Masters degree to gain additional points ?
Higher IELTS for sure has benefits, since every point counts my suggestion would be both of you redo the IELTS again...

A very wild suggestion will be to take a French course and appear for a French language exam additionally which will boost your score up.
All this wil not happen overnight, so I would suggest invest target a 2 year turn around and apply back to the EE pool

We’re going to try for alberta or PEI
And maybe Ontario will take IT NOCs regardless of their crs scores like last year hopefully.
Until then we’ll just have to try for higher language scores

Wait? Ontario doesn't accept graphic designers? I had a put a lot of hope on that. Even my crs will be around 402

I don't know which other province will accept me without a job offer or connections

I would suggest you to achieve highest score in IELTS. Your score will shoot up like anything
