I think its not the case when it comes to clearance. For my case I was resident in 2 different countries, so I provided 2 PCCs. And I have travelled to more than 20 countries for holiday, all of those for less than 6 months. I do not think CIC will get clearance on all of those countries. If so its gonna take ages.if you have travel history to other countries, CIC will need to get your security clearance from these countries, since government officials work very slowly it can take months to years.
I feel you are correct in your assumption. However, they may have their own standards to gauge which travels to be considered checking up on. Just a quick update, I just called IRCC and spoke to an agent. Here are my 2 cents:
1. I called just now which is ard 6:30am eastern time, I waited less than10 seconds before I got connected to a nice gentelmen.
2. The gentlemen asked for application no., DOB, email address and home address, and put me on hold for a few moment while he opened up my file.
3. He also mentioned the application is moving smoothly with everything looks very good and in order, I guess you guys all heard that LOL
4. My application is still in Ottawa and it is still in early stage.
5. Nothing wrong with addtional document status showing 'not applicable'.
Finally he mentioned 'eligibility has been met', I am not sure this eligibility is the one in the status update since mine is still showing 'we are reviewing...'
That's about all.

That will be the status till you get the CoPR, Eligibility Met is a very good sign indeed since it confirms that the points you are claiming such as language score, work exp, education, etc are all met... now criminality (which should be quickly completed) and BGC should be ongoing, BGC is a time consuming affair...Hi guys and gals,
