Spousal application inland transferred to special unit

Dear all,
Can someone help me with the understanding. I am being sponsored by my wife who is a Canadian citizen .the application was made on 8th may 2017, at time, due to beauocractic procedures in getting marriage certificate at the registry, my current visa run out.eventually the application was made with a request of OWP. My OWP was not given on the ground that l am out of status . Cic now determine my application and said l am not eligible because of out of status, however l have passed medical and admissibility except that l am out of status. In they stated in my GSM notes that l am eligible under public policy . It been almost 15months since the application was made and they haven't made the final decision . I therefore enquire through the webform about the status of my application . The CIC agent wrote to tell me my application has been transferred to special unit . I am confused l don't know what they meant by transfer to special unit .Pls any help

I tried to apply for restoration but was denied because the 90 days period has passed away. I checked for the TPR but was also not eligible.
My GCMS notes says I have met all admissibility requirements but eligibility is in progress as they are considering my application on Public Policy grounds.
My out of status reason was due to overstaying in Canada. Though my wife and I has recently have a child and we have informed CIC accordingly.
However when I enquired from CIC about the delay in reaching decision, the CIC agent through email inform me my file has been transferred to special unit and this would result in additional delays but cannot tell me when CIC would finalized the decision. I am more confused and don`t know what to do now, As our finances is whole fully inadequate to hire the services of lawyer

IRCC will process your application regardless of your out-of-status because on the IRCC Public Policy.......if you do not have any misrepresentation in your application, your out of status means your sponsorship will be specially reviewed and the final decision depends on the visa officer.....and shouldn't be surprised if it takes a little longer to complete.

You submitted sponsorship application has been reviewed to be complete (i.e, AOR received) and is in-process.......if you have not received a departure order and not appealing........you don't need a lawyer for out of status issue except you have other red flags you have not told us about.

You applied on 8th may 2017 (not sure if that's when you received AOR)........however, you application is about 13months in-process......so relax.......its a wait game.

In your online account........when you check your application Status........what's the message for Review of Eligibility.....(1) or (2)....below....

1.) Review of eligibility: "Your application is in progress. We will send you a message when we start reviewing your eligibility."

2.) Review of eligibility: "We are reviewing whether you meet the eligibility requirements"

After medical.......Review of eligibility follows......before background check is completed and the final review before passport request.

i have a question. i m inland july applicant i received sa on june 7 and no aip so far. is it nirmal? because i saw all inland applicants received sa and aip together

1.) Review of eligibility: "Your application is in progress. We will send you a message when we start reviewing your eligibility."

2.) Review of eligibility: "We are reviewing whether you meet the eligibility requirements"

I received the AOR on the 2nd June 2017 though application was received by CIC on the 8th May 2017

and my ecas account shows dm for sposership and in process for pr.
now 20 days since i received the sa . i m just wondering because many applucants received both together . and i saw many Aug applicants started receiving aip . but i did not get it yet

Review of eligibility will be next step........the IRCC 12months processing time is a promise and not a guarantee, it could take less or more.......your case will likely take a little longer to complete..........but it will be completed soon..........relax.......its a wait game.
