The current format for the Indian pcc I got from the consulate is strange!!
It says “there is no adverse information, including on criminal matters available against (my name) Indian passport holder no (xxx) issued in Delhi in 2014 valid till 2024 which would render him/her ineligible for immigration purposes”
So there are no dates mentioned of when was I last in India. I hope this is fine and this is how it is!!

Recently I met an immigration consultant who told me that for applying to OINP, one has to give an expression of interest first to enable Ontario identify and send Notification of Interest to candidates for applying for PNP.
This is contrary to my understanding, according to which, one has to indicate Ontario/all provinces as preferred place for immigration in his EE profile.
I am not sure, what is the right process.

PS: I had created my ee profile myself without using any immigration consultant.

What you know is correct, ask your consultant to give his clients to you, might be able to guide them better than that consultant!

Double checking mine to confirm your info...
first set of words are same. Last line is a little different (issued by CGI, Toronto ...)... it says...

"which would render him/her ineligible for the grant of travel facilities including visa for Canada"
I had one in 2016 from CGI UAE which said the same thing.

Same thing, different stencil ;)

I think the highlighted understanding is correct... I made a EE profile(like you did) and selected ON as a province of choice(since I am living/working here), after a few days around 10-12 days later I received the NOI from OINP.
Once you accept this NOI thats where you have to submit your application, you will be asked to provide "Intent to Reside in Ontario document"

Interesting, maybe IRCC are trying to flush out the outstanding ITAs to see how many more invites they need to issue to hit targets for 2018. In 2017 86,022 ITAs were issued to 79,869 unique candidates. That is about a 7% decline or expiry rate on ITAs.
