Can i take IELTS in canada when on Visitor Visa??

Yes you can the only means of identification you’ll give them is your international passport. Also they check your visa page so you must have a valid visa. If your visa is not valid you won’t be allowed to pertake in the exam.

Definitely YES! My wife did her IELTS exam in Vancouver way-back 2013. She is only a Visit visa.
What should i tell immigration officer ? can i say am going to write IELTS or should i say am going for sightseeing ?

as per IELTS registration form available online, you can appear in any country as it does not ask you your current status in another country , also when you give address for delivery of the marksheet then also you can specify any country, which indicates that the address location does not matter where you live and where you appear
You can but it's very hard here as compared to others. If you are in India I will suggest you answer it there as chances of getting good score .
How CELPIP is different from IELTS? And if one appear in the test while on visiting visa , won't they question the reason behind it ? It can be taken otherwise too .
