did the employer (the hotel) interview you at any point? or the consultancy are the ones who gave you the offer?

if you didn't go through an extensive multiple interview process then its probably a scam.

Almost certainly this is a scam. Are you able to post the contents of the job offer letter? The scam ones all have a similar look and feel.

If it was Whitehorse or Yellowknife - I would give them the benefit of doubt as I saw there myself philipino temporary contract workers, but Toronto? Hard to believe. In those high profile hotels in central locations - even landed immigrants with university degrees would not be able to break through without some sort of local course in hospitality management and an impressive network of contacts.
