Hi,
My father applied for Canadian citizenship in 1988 he was not married back then, He was granted the Canadian citizenship in 1993 a year before that he was married to my mother abroad and I was born in 1992 outside Canada.

Can I be Canadian by descent?

Your thread topic is misleading. You were not born outside Canada to a naturalized parent. There is no Special Case.

If you want to become a citizen, then your first step is to apply for permanent residency through one of the programs below (most likely one of the economic immigration programs like Express Entry):

Once you are a PR, you will have to live in Canada for a certain number of years before you will qualify to apply for citizenship.

Funny enough, your father had option to sponsor you to Canada while you were still minor. Since he never used it, now you have to use EE to get there.

Unfortunately no. Status of your parents / family members has no bearing on receiving PR. However depending on what province your family members are in, they can nominate you for provincial nominate PR program.

Only if you have a sibling in Canada (brother or sister). In that case, you'll get additional points under Express Entry which "may" make it easier to qualify for permanent residency as a skilled worker (there are many other requirements to qualify).
