Is graphics desiger is skilled work ( NOC (NOC: 5241)

Can some one tell me that graphics designing job is skilled job or not .Its NOC number is 5241 .

The 2nd digit of the NOC code determines skill level. If it's 0 or 1, it's skill level A; 2 or 3, it's skill level B; if it starts with 0, it's skill type O. Therefore, NOC 5241 is skill level B which qualifies under CEC.
