Is tourist visa better than international student visa?

Please help me here, my cousin, a guy who is 25 years old, wants to visit Canada. But my friend said he better apply to come to study English, or the course he likes for his education, than just visit. Because he is young, his tourist visa application might fail. But he has better chance with student visa.
What is your advices?

His English is weak, he said it is hard to apply as visa student. He is a nurse. With his young age at 26 yrs old, is it better to apply as a visitor?
Or it better if he can apply to come to learn English in Canada?

I would say focus on the proof of your income/ assets, and the strong intention to go back home after your visit (like a round trip ticket, your career)

Is there a minimum income (in Canadian dollars) my cousin should have, and same thing with his assets to be approve to visit Canada?
