Do you have to activate PR when entering Canada if you're currently on a work permit?

Myself and Spouse (primary applicant) have received PPR and so should receive CoPR in the next couple of weeks. We are currently in Canada on a Working Holiday visa which doesn't run out until September.

However, spouse will be travelling to the US next month, when he re-enters Canada does he HAVE to activate the PR then? Or can he re-enter on his Working Holiday permit and we will do the landing together at another time?

There is no compulsion to complete the landing. However, any entry will be subject to the standard processing of an incoming foreign national instead, including the remote possibility of being refused entry. Note that the IM-1 visa is a one-shot, single entry.
