Landed but no PR card application submitted!!!

Some friends of ours landed from USA at land border (Ontario), and were asked if they were moving to Canada or just landing. They mentioned they were doing just landing, so the border officer DID NOT submit their PR card application, and told them that when they plan to move to Canada, they should use COPR, enter the country and then apply for PR Card.

When they asked about 5 year validity, etc. the officer said that stamped COPR is valid forever, and that their residency does not begin today, it begins when they actually 'move' to Canada.

Now they are concerned because they will not have PR card in case they want to fly here in the near future. Can they apply for PR card by themselves now? Can it be done online or paper application only?

Does anyone have a similar experience to share or comments/suggestions? Thank you!!!

If they are American, they can fly to Canada without a PR card.

The PR Residency Obligation started the day that they landed.
