Yes - that was my thought at well. If there was a significant break in studies between the bachelor and masters - or if some semesters of the bachelor were part time - that might explain things.Did you take a break between programs? Part-time student ever?

I have received an ITA for my express entry but have not submitted my application yet and so do not have an AOR yet. Meanwhile, I am applying for a post-graduation work permit. Should I reply "No" to the following question in my PGWP application?
"Have you been told by an Immigration, Refugees and Citizenship Canada office that you are approved in principle for permanent residence in Canada?"
