Completely disagree. October applicants in most processing centres are seeing completion at some rate, including Mississauga. Only a couple of urgent applicants have completed in Scarborough. Also, you have to lump in 80+% of the Toronto applicants still waiting for test invitations as being Scarborough applicants but can't be classified until they actually receive the notice to know if they are Scarborough or Mississauga.
