ECA and Express Entry

Hello all,
I currently have a bachelors (3yr) from India and finishing my masters (2yr) from UK. Masters degree is expected by Nov 2018. However, I would like to proceed with the express entry application as soon as possible. IELTS is done.
1.) Can I apply for EE by Sept. 2018 and complete my ECA once i receive my masters in Nov.? or,
2.) Can I submit EE with Bachelors ECA and later update my profile with masters ECA? or,
3.) Should I just wait till Nov to apply with both ECAs?

My second question is regarding spouse's education. My spouse has 2 Higher National Diplomas (HND) from the UK. Trouble is, I cannot find the institute on WES's degree degree equivalency tool. Should I still send the application to WES for an ECA and see what they give? Or, should I just not include it altogether? How would that impact application points?

3.) Should I just wait till Nov to apply with both ECAs? - If you wish to do so.

- Try other ECA organisations such as IQAS, ICAS etc. WES assesses credentials of a limited institutes worldwide.
