Punjab Govt. Deptt.-- Reference Letter

Hello guys..
I'm in a great problem here.. I'm working in Punjab Govt. deptt. and they won't issue me reference letter without quoting any related Punjab govt.'s instructions.
If anybody has any idea about any such instructions, please help me out.
I'll be really thankful.

Can you ask your colleagues to give you a reference? And then get that notarized. Follow all the details required to a T, as any misisng info. can cause your case to be rejected. Substantiate your colleague's letter with your salary slips, employee cards, training certificates, awards and any other info. you can provide.

(1) Can such reference be on plain paper and should it contain signature and stamp of referrer?
(2) Does "all details" are as follows:-
Name, designation, date of joining, hrs per week, full time, salary/week, duties & responsibilities.
Am I missing anything?

I believe so. Shouldn't be a problem. Do you also have your contract with you? Attach that as well.
