Not really .I am on F1 here in USA and I did it electronically. You can fill the form online but you have to send the fingerprints via post. It takes 48hrs from the time they receive the fingerprint card. Mine took a week for the entire process.

No! ELectronic Departmental Order of FBI is for everyone. We got it in 2 days after submitting our fingerprints in February

I originally submitted my request via mail but then used the option to get it electronically and I'm not US citizen nor GC holder and I don't even reside in the US. This was a major improvement by FBI, as previously you had to wait 3-4 months

You submitted a physical card in the mail, that's not electronic.

That's NA2. Its bit surprising to see NA2 these days cos most application are not getting any update in terms of NA2. IP1 to IP2 and then PPR.
