I'm surprised that it was 441! The calculations that a few members provided making a case for 440 were really sound. I wonder if it has to do with PNP nominations being fulfilled, boosting a bunch of scores well above the threshold.
Remember that the cutoffs are not random-- they are based on the number of applicants in the pool. If there are a lot of high-scoring applicants in the pool, the cutoff will be higher, because the first 3500 applicants have higher scores. It's not a game, it's just statistics.
