Applying for PR on work permit basis

My company filed work permit for me and got approve for 2 yrs, Now they are not sending me to Canada due to some business constraints, is it possible for some one like me to apply for PR on the basis for that work permit?

do we need to be in Canada for applying PR? does approved work permit will help increasing points for express entry?
