You must state your previous first name, any aliases or nicknames, any maiden or married names (as applicable) in the relevant section of the TRV application form.
Should I apply as a new applicant and just assume there is no IRCC record?
The simplest solution would be to ask your parents if they had applied to immigrate or applied for a temporary visa when you were a minor.
If it is not possible to ask your parents, you can include a 1-2 sentence explanation in your TRV application that would say you are not aware if your parents had filed any visa application when you were a minor + when you had a different first name
