Suggestion on Visa refusal

Hello!

I am a Russian citizen and have applied online for a Visitor Visa. The application was refused on the following grounds:

You have not satisfied me that you would leave Canada at the end of your stay as a temporary resident. In reaching this decision, I considered several factors, including:

- Purpose of visit
- Current employment situation
- Personal assets and financial status

In the application I have stated "Tourism" as the purpose of visit, while also leaving contact details of a Canadian friend in the relevant field. The duration of stay was stated at 14 days with 1700 CAD funds available. Employment was stated from Sept.2016 with no "To" date as I am still employed. However, letter of reference stated starting date as "October 1st, 2016", if it is relevant, as I have signed the contract a bit after I started working.

The full list of documents provided is as follows:

- Application for Visitor Visa (Temporary Resident Visa) IMM5257
- Family Information Form IMM5707
- Schedule 1 - Application for a Temporary Resident Visa Made Outside Canada IMM5257
Travel History - scan of my previous passport with 10 visas and 53 times traveled in the past 10 years
Passport - scan of current passport (received 6 months ago) complete witha current US visa
Proof of Means of Financial Support - Bank Account Balance made two weeks before submitting the application (1700 CAD available) and a Letter of Reference from the employer with a 803 CAD salary
- Digital Photo

Purpose of Travel - paid for and confirmed return ticket to Montreal via Frankfurt
Client Information - mixture of additional documents, including internal flight between Toronto and Vancouver (return), paid for accommodation in Montreal, Vancouver, Indianapolis and Buffalo, paid for car rentals in Toronto and Vancouver.

What is there to improve for a chance of a successful second application? I can try:

- Adding more funds to the account from my cash savings
- Providing an extended bank statement with up to 2-year history
- Changing the purpose to visiting friends as a couple of friends are permanent residents of Canada and willing to provide their details for my visa purposes

1. A general rule for proving financials for a 14 day trip is $1000/week including airfare. Your financial situation is too low as you should have shown about $3000 Cad or more to cover Airfare and the trip. Any sudden large deposits is frown upon as the Visa Officer would think that you are only depositing money to make you get the Visa.

2. Only 4 months bank statements needed

3. You can include a invitation letter from your friends and do mention how you met and such details.

4. You can also provide a updated employment letter with employer contact in case CIC will want to confirm your employment

IMO, you must defer your Canada visit until:
1. You have saved considerably more funds without borrowing, no cash deposits that cannot be accounted for, no financial dependence on your Canadian friends, etc. I would be looking at a bank balance of at least CAD 7-8,000 before you reapply.

2. As your salary is low, IRCC believes that your employment situation in Russia is not lucrative as compared to Canada = Implies you may overstay your visit or you may work illegally in Canada

3. You must demonstrate other ties to return to Russia. For example, property/land ownership or a lease/rental, dependent family members, financial investments, work commitments, etc.

4. Some short visits to the US, UK, EU, Australia before you reapply


Return confirmed plane tickets + other bookings do not guarantee a visa. In fact, you must not book confirmed tickets/hotels/car rentals before a visa is issued

All of my flights and accommodation are already booked, so the $1700 I have is for misc. expenses. Should I include the receipts from the main return flight to confirm that it's been paid for? I have considerable cash deposits on my account but they have been regular before the application as well, as only a part of my salary is getting deposited to my bank account directly and the rest is paid as advance in cash. I also have a separate family account I sometimes trasnfer money to and from.

And I'll update the rest of info based on suggestions, thanks!

As I stated above, I am able to provide more funding to my account without borrowing, just merging funds from other accounts and cash savings, as well as showing that previous cash deposits have been regular and not for visa purposes. I am probably looking at 3000 CAD at this moment for a 14-day trip.

Unfortunately, can't do much with salary, which is stated at 40000 Rub, as average salary nationwide is 41650 Rub as of this winter. However, I've been employed for over a year now. As I'm a young adult, I don't have property registered on me, but rather family members, which are listed in an appropriate from. Will a sponsored trip be a viable alternative mentioning my family as a sponsor, since they have stronger assets in the country? And what kind of ties apart from financials and assets would be viable for a visa office?

There have been multiple trips to UK and US in the last few years, with the latest to the US this January.

When you reapply, you must:
1. Explain the source of the cash deposits + ensure it matches your most recent tax returns and/or declared sources of accounted income. Do include your tax returns too.

2. Include your employment letter + a leave approval letter that states you will have your job when you return + 6-months' salary statement issued by your employer that would state you are paid both in cash and by checks + 1-2 work-related commitments to return to with evidence.

3. You must include a detailed day-by-day plan of what you would like to do when you visit (sightseeing, meeting friends, activities, etc)..... with expense estimates.... and prove you can pay for this plan with your own finances + airfare has already been paid for = Implies the funds needed for your plan are post-airfare.

4. You must include 4-6 months' bank statements for all your bank accounts. Do explain any cash deposits and large, last-minute transfers to prove you have not borrowed from anyone for the visa application.

Else, you may want to include a 'Letter of Financial Support' from an immediate family member + his/her bank statement + his/her tax assessment.... in addition to your bank statements and your financial documents.

For example, if your parents/unmarried siblings are dependent on you for their finances or they well-being. You pay the rent, utilities, education of your siblings, or you take care of an ailing parent (some examples) with evidence.

Other ties (must include evidence):
1. You volunteer for charity or social causes
2. You are a member of a sports club and have an event scheduled after your Canada visit
3. You have enrolled for a part-time (not online) study program
4. You have another event or visit scheduled in Russia/another country after your Canada visit. For example, a domestic/international visit or you have signed up and paid for a hike/trek/scuba, etc etc

You must prepare a 'Travel History' explanation. In a tabular format, reverse chronological sequence for the last 10 years: Visa details + entry/exit dates + purpose of each visit.

Do color scan the UK and US visas.... and include these in the Travel History explanation + highlight the fact that you have a valid US visa (and evidence of any planned visits to the US before/after your Canada visit)
