I would like to understand that if my new born is a US citizen, can I bring him to Canada with me on a Canadian PR?

Yes but as a visitor. You will need to extend visitor visa after 6 months and they child doesn't qualify for health care so get emergency insurance. Regular medical care you will have to pay for out of pocket.
